"the gulags" is incorrect. The camp system in toto is "the gulag".
The original Russian acronym was singular; however, it’s accepted practice in English to describe the totality of prison camps throughout the USSR’s history (or, depending on context, the prison camps of communist-totalitarian regimes in general) using the plural form.
